Headman serves as the ruthless overseer of street-level operations for Cobra, wielding authority over an extensive network of illicit activities. From the trade of drugs and firearms to the darker realms of prostitution and gambling, his domain encompasses anything that poses a risk to the facade of the shell corporations funding Cobra's operations. With a reputation forged in cruelty and cunning, Headman employs his loyal crew, known as the Headhunters, deploying them with an intensity that strikes fear into the hearts of rival gangs and informants alike.
When the catastrophic outbreak of the Z virus engulfed the cities, plunging them into chaos, Headman and his faction retreated to their fortified safehouses. They weathered the storm of the apocalypse, waiting for the right moment to strike back against the growing horde of the undead. As the threat of zombies solidified into an ever-present danger, Headman orchestrated a strategy to reclaim and secure the neighborhoods. Collaborating closely with the Alley Vipers, whose mission directives aligned with his own, they launched aggressive campaigns to clear the streets of both the living and the undead.
However, when the withdrawal order was issued, disbanding the ranks of the Alley Vipers, those skilled soldiers scattered like cockroaches in a bright light, leaving chaos in their wake. In stark contrast, Headman and his Headhunters chose to remain and anchored in the now-desolate urban landscape. They saw opportunity amid the turmoil, fortifying their grip on the territories they had cleared.
As society begins its slow and challenging process of rebuilding, the urban enclaves controlled by Headman and his Headhunters have transformed into crucial strongholds for Cobra's broader mission. Their dominance in these areas not only ensures the continuation of profitable criminal enterprises but also positions Cobra to exert influence and power in an uncertain new world, with Headman at the helm, ready to exploit any opportunity that arises.
