Admiral Elapinae has spent the majority of his life at sea. First as a deckhand on a tuna boat, then in the US Navy, where he was dishonorably discharged. Later he rose up through the ranks of Cobra, from EEL to Lamprey, eventually leading to a commission. Now the Admiral controls Cobra's most deadly weapon of warfare the Venomous Sea Serpent.
